"email total attachment size limit kb" setting: what does it do exactly?

This setting is set to 0 on my forum.

Someone replied to a direct message to me by email and I received attached files:

I guess this setting isn’t related to this. So, what does this setting do?

The “email total attachment size limit kb” setting controls the size of the file attachments on emails sent from your forum.
