Topic-voting is a plugin rather than a theme component and must be installed on the server rather than in the UI.
For Discourse hosted sites, it’s available on the Business and Enterprise tiers.

Helaas niet. Die is gemaakt door het fantastische team van Pavilion en niet door een official Discourse-plugin en is niet beschikbaar op onze Basic-, Pro- of Business-abonnementen. Vanwege de aard van onze hosting kunnen alleen Enterprise-klanten plug-ins van derden aanvragen voor hun sites.
