Error thrown when clicking Customise / Templates link in admin menu

Clicking the Customise / Templates link in the Experimental form templates setting throws an Access Denied error.

Does the link work after you enable the setting (and maybe reload)?

I wonder if the path doesn’t work when the feature is disabled.

Yes, it does.

The error is thrown when it’s in the default state of not being ticked.
