Is there a way to make it so if someone replies to a topic in the last 2 minutes before the topic timers ends, the topic timer is extended by 5 minutes?

No, this is not possible at the moment. What’s the use case here, it sounds a bit odd?
You can make it so every reply extends the closure time but not with the time restrictions.
Possibly auction comes to mind

Yep, this is the use case.
That is already possible at the category level, and we use it at the Marketplace.
You can configure a whole category to close topics X hours after the last reply. It is not possible with topic specific topic timers.
Can I set it to do it at the near end of the topic timer though?
No, there are no additional arbitrary rules like that. Just a simple extension with every reply.
