Votes are limited, so you will need to choose wisely. You can see the allocations for each trust level in this table:

Trust Level	Votes
TL0	0
TL1	4
TL2	6
TL3 and TL4	8

So maybe we should move this to UX and suggest that if the limit is 0, no opportunity to cast a vote should be presented?
