Feature request: per-category reactions

As we expand Fedora Discussion and use it for more things, it would be nice to be able to configure different reactions on a per-category basis.

For example:

  • our “social and fun” categories might have more silly options — while we might not want people using those in areas meant for serious, focused discussion.
  • a workflow category might have :heavy_plus_sign: :heavy_minus_sign: :question:
  • different teams might want custom icons unique to that group

I want to edit this to add

  • we don’t want downvote options in our user-help section, and even :question: has proved to be problematic (people use it for “wtf is wrong with you”, basically).
