Just noticed this by pressing the flag icon accidentally. All posts seem to have an incorrect message displayed upon opening the flag modal.

I think the message is correct, but it is not really needed, the extra words are only causing confusion.
@dan / @Roman perhaps we stop showing this unless the post is eligible for akismet?
If there was no Akismet state for a post, it defaulted to “skipped”. This caused every post to have a state and show that notice. I removed the default value, so this notice will be displayed only for scanned posts.
