Can we add floating signup CTA box at footer like pinterest and disqus to increase members?

It already exists, search for CTA in Admin > Settings to ensure it is enabled.

But how to make it look like the image above?
It creates a footer to encourage users to signup and join the Discourse discussion… Much like what Pinterest does to get you to join Pinterest and Disqus, Disqus, and so forth.
You can customize the text in the Admin > Customize> Text Content area
