새로(기본) 설치한 환경에서 다음 로그가 표시됩니다:

	Is the server running locally and accepting connections on that socket?

기존 설치 환경에서의 PostgreSQL 업그레이드 관련 정보 외에는 이 문제에 대한 정보를 찾지 못했습니다.

그러니까 discourse-setup을 실행했고, 초기 재구성이 진행될 때 그 오류가 발생했나요?

rm -rf /var/discourse/shared을 실행해 보세요(모든 데이터가 삭제되므로, 삭제하고 싶지 않은 데이터가 있다면 절대 실행하지 마세요!). 그런 다음 ./launcher rebuild app을 실행해 보세요.
