After upgrading Discourse, user atomicbomb12 reported an issue with the Global Notice box no longer supporting HTML code, showing it in its raw format instead of rendering on the site. atomicbomb12 provided examples for reference. anon48433008 tested their own setup and found no issues on version 2.4.0.beta9. joffreyjaffeux suspected the cause and later confirmed the fix, which was implemented in this commit.
