Yes, but Depending on how many posts he/she has and how old they.
They do it via their profile.
Profile > Preferences > Account
Right at the bottom
Mods/Admins can delete them as well, depending on the amount of posts

Your first port of call here as a staff memebr should be to anonymise the user so that there are not gaps left in a discussion especially if they are a prominent user.

had to change some settigs about user
but in the end was able to delete it…
