Anchors Not Working Across Posts Within Topic

We’re trying to set up a topic as a sort of FAQ/forum usage guide, and in doing so we’d like to have a number of longer posts, each with a number of headings, and compile a table of contents in the first post of the topic so users can easily jump around. Guidance whitelisting arbitrary HTML attributes?

Apparently there used to be a topic here at meta where it would help guide you how to inject scripts but it has been removed. At first I did not know that markdown would strip id and classes from posts in html and right after that I found out scripts have to be executed differently. Allowing additional HTML elements

In Whitelisting HTML tags / attributes Joffrey links to https://github.com/discourse/discourse-policy/blob/main/assets/javascripts/lib/discourse-markdown/policy.js.es6#L43 for a way to whitelist given HTML tags/attributes, but I do not see any policy options in settings for this. Is this no longer a thing? Or maybe I’m misunderstanding how that code works? Is it something I need to make a plugin (or theme component?) to hook into?
