How do I give someone permission to create tags?
AFAIK granting the privilege to create tags can not be given out individually. The user has to get to TL3 or if you have the ability to promote them to TL3 or higher they will get the privilege.

It’s default TL3, but you can adjust the trust level to create tags using the min trust to create tag admin setting:
Though I’m afraid it’s not a group-enabled setting currently, so would apply to the whole trust level
