I can’t find the setting for the enabling the fixed category position, I can’t find ‘create’ menu item.
what am I doing wrong?

توجد fixed category positions و fixed category positions on create في إعدادات المسؤول. سيؤدي البحث في الإعدادات عن “fixed” إلى إظهار كليهما:
[YourSite]/admin/site_settings/category/all_results?filter=Fixed
ثم سيكون لدى أيقونة المفتاح في عرض الفئة خيار إضافي لإعادة ترتيب الفئات:
