אני חדש בדיסקورس ואני חוקר אותו, האם אין תכונה לשליחת הודעה פרטית למשתמש? אין לי אפשרות לכך

אני חושב שלקהילה יש רמת אמון, רק משתמשים עם רמות אמון גבוהות יותר (למשל, TL1 או TL2) מורשים. אבל אני לא בטוח לגבי זה.

You are right.
There is a blog post about the trust level system in Discourse which explains how some permissions are only granted after you gained a little more trust by interacting with the community

Hi and welcome to Discourse!

When you just join the forum, you are on trust level 0 – which has some restrictions.

You can read more about that here: Understanding Discourse Trust Levels

After a bit more interaction, you will quickly unlock higher levels and then be able to send personal messages.
