How to add a "button" which composes a pre-filled topic

Basically, using the method from this post about using a URL to link to a composer of a pre-filled topic in a specific category, I want to put a button/banner of sorts which when clicked basically composes a pre-filled topic in a category. How can I accomplish this? Will I have to use CSS?
