I have a question about whether I can disable only the ability to change titles for all users on Discourse ?

You can hide it with css see this documentation topic

But I’m not sure why you’d do this since only staff can change titles, not normal users ^[1].

Because I want to create a special title for specific trust groups 0, 1, 2, and 3.
It looks like a ranking system.

Automatic groups like the trust level ones you mentioned above don’t have the option do add a title. You’d have to create new groups for ranking system.
