How to insert custom HTML between posts

Is there a way to insert custom HTML between posts. I am asking that because I want to ad ads, and the problem with the Ads plugin is that it won’t allow me to integrate GDPR practices. This means adding more attributes to the script tag so my cookie script will delay the ad load until user accept it.

No. After trying it, went to plugins, and went back it showed. Really weird.
