There’s a way to prevent a trust level from uploading images/media, however this does not seem to apply to profile pictures. How can I make it apply to all forms of uploading, including profile pictures?

You can disable allow uploaded avatars in Site Settings.

You can also use the Restrict uploads and specify the Trust Level you want in the theme site settings
