It continues to show up as such despite disabling the hiding option. Is it b/c the profile’s content is empty?

There’s no save button and this is the setting I’m seeing.

Ah sorry I assumed you were talking about this in the user preferences.

it might be worth checking it is disabled in their preferences so their profile is public then disabling the site setting.

You’d think that unchecking the allow users to hide profile would unhide profiles whether the profile setting was on in my opinion anyways.

Maybe that’s why the profiles are hidden. You can disable that using the hide_new_user_profiles site setting.
