I have Discourse on a Digital Ocean server where I had used these instructions to move downloads and backups to a Volume (Block Storage).

Today I moved this Discourse onto a different Digital Ocean server, which I did following these instructions.

My understanding is that the backup includes all the files that were in the separate volume. So everything has already been moved successfully already. If I want to use the same configuration in the new server, I can do so by following the instructions in the first link above anew.

Is this understanding correct?

That sounds right. There are a bunch of places to mess things up, but I believe that your understanding is correct.
