Como mostrar a Categoria padding para todos os usuários? e solicitar que eles se cadastrem?

Hi Community members.
is there a way to show padded category to all the users, and unregistered users also. when they click on it, it should ask for register or a message like you are not registered please register or popup notice to register to view the category. is that possible?
