DMの書き方を教えてください。DMは管理者のみに送信できますか、それともユーザー間のチャットとして使用できますか？

you can only DM someone when you reach Trust Level 1.

When you click on their name, a popup will appear with a message button.

You can disable private messaging if you dont want DMs

or change the trust level that can send DMs
