The invitees can not receive the inviting emails and i copied and pasted the invite link, the link says: New account registrations are not allowed at this time.
How to fix it?

That sounds like you may have disabled new account registration. Could you check if you’ve toggled off your Allow new registrations admin setting?

For a fresh invite link, the error is: An error occurred: You already invited a@gmail.com
I test to invite someone at discourse.org, there is an error too: This invitation cannot be redeemed. Please ask the person who invited you to send you a new invitation.
Ah, these may be from leftovers of previous attempts. Sometimes attempting a retry in a private window or a diffent browser can give a cleaner test.
You should be able to generate a fresh invite link that’s not restricted to an email address, if that helps (or one directed to a new email address).
Though we may also want to look at whether there’s an issue with the site sending out emails as well, if I’ve understood your first post correctly. For that you can check whether email is enabled sitewide (Disable emails admin setting), and whether they’re showing up in the Sent tab of the email logs ([YourSite]/admin/email-logs)
FWIW I’ve just tested sending and accepting an invite for here on meta and my test user could signup with no issue.
