If a PR needs localization what do we do?

If we submit a PR that needs localization, do we put empty YAML strings in the config/locales files?

You just handle English, robots handle collating all the community translations and fixing stuff up.

I am working on de-prioritizing comments on docs…

comments on docs are probably the last ones we triage, dedicated topics are so much better.
