If all tags are in groups, orphaned "Other Tags" still shows at the bottom of /tags page

I just moved all the tags in my discourse site into tag groups. There is still an “Other Tags” heading at the bottom with no tags below it which should not be there. See my tags page and scroll to the bottom and you will see what I mean: Global Legal Empowerment Network Community Discussions
