There is no functionality for that, and Google Drive isn’t really meant to be used that way either. But you can use Google Cloud Storage for this.

No, upload storage is pre-configured on discourse.org plans. To avoid storage limits it would be best to have visitors post videos on external services like youtube or vimeo and post the links to Discourse, where they’ll be automatically embedded.
