If this is an official supported plugin, shouldn’t it be pre-installed (but not activated) on Discourse-hosted sites?
Not all official plugins are available to all tiers of hosting. This one is restricted to Enterprise last I checked.
You can contact support via your site dashboard to ask for new plugins and we will take the feedback into consideration when deciding to update the list of plugins available to each tier.
