I’m curious about the ability to add only admins, not moderators.
I assume you mean moderators? Admins and moderators are ‘staff’ so they can approve users if needs be.

Ask your moderators not to approve users

Make them category moderators
-
Revoke their moderation privilege and grant them TL4 (leader)
