Hmm, I think the closest is the “Users” button at the end of the first post on large enough topics.
It only highlights frequent posters, it seems.

I think it might be possible with a Theme Component. One can get all the posts in a topic and append each post’s poster to a list and display it.
I think a reason why it doesn’t appear for topics is that it may be too cluttered, with the category and tags already below the title.

Upon taking a closer look, it seems that there isn’t a plugin outlet that passes the topic as an argument. I guess if you want to do this you’d either have to go with Canapin’s idea or use a request to get the topic data.
