Discourse strictly say is not a Q&A system, but you can look:

But as far as I know there is no function that you are looking for.

No, there’s no downvote option.

Discourse isn’t trying to be Reddit, the fear of downvotes can negatively influence what would otherwise be productive and useful discussion.
