Is there "Reply as new topic"?

I read on https://www.sitepoint.com/community/t/discourse-cheat-sheet/733/1 that there’s operation “Reply as new topic” for post.
But I can’t see such an operation in my setup.

Is it some customization and non out-of-the-box feature of Discourse?

If it is built-in feature then how to enable it?

I have the latest Discourse v1.8.0.beta5
