But when I upload a new file (which is only 19MB)
It says:
Which is not true.
Any suggestions?

Per that site setting description have you also changed the value in the nginx config?

If you have not followed the guide at Changing Max Attachment Size that it’s expected for it not to work, as it’s a mandatory change.
