It would be easy for someone subject to moderation (including a silenced user who enters anonymous mode) to submit dozens of posts just to be a pain in the neck.
An alternative to limiting the number of posts per user might be the ability to deal with multiple posts at once in the moderation queue (e.g. reject all by this user, or just reject all).

I believe there are some nascent plans to support bulk actions in the review queue that may help with this.

This would be extremely useful imo, this has been a persistent daily issue for me.
E.g. a user’s post is in review (first post approval) and they proceed to keep re-submitting the same post repeatedly without any limit.
It can get quite hard to follow when these repeat posts are weaved in with pending posts from several other users.
Like mentioned by OP, it circumvents options like max topics/posts per day and associated rate limits for new users, presumably because it doesn’t count as a post.
