Parece que este plugin não funciona com o novo tema oficial do Discourse, o Horizon. Veja como ele fica no Horizon (note que a linha do tempo sumiu, mas a janela de chat não está presente).
Se eu mudar o tema para Foundation, ele ainda funciona como esperado:
Eu verifiquei o HTML/CSS e parece que o plugin de chat carrega no Tema Horizon, mas seu estilo está configurado de tal forma que não pode ser visto.

Horizon needed some tweaks to show the livestream chat area.
* Changed the grid … column layout when livestream is active
* Styled the live stream chat area
- Note: Making this area have rounded corners at the bottom is a lot
harder than it would seem, due to our hacky implementation for the main
outlet. Opting to leave this as-is.
* Changed how the right-side gap is provided; changing from using the
grid gap to padding.
