Make the composer menu scroll horizontally on desktop as it does on mobile

One thing that’s happening here on meta currently that bothers me is that the composer menu goes onto a second line at my preferred browser window width. Not sure if there’s an answer for that unless it is moved elsewhere or made smaller, or we remove something else from the menu (or move it into the options submenu).

I think we can take the exact same logic we have on mobile, where it becomes scrollable instead of wrapping, and bring it to desktop.

I am pulling this out into a separate feature request because I think it is a fabulous idea!

Interestingly, I started up a similar feature request back in 2017 which provides some more context around why things are they way they are now.

Composer menu: on narrow pages, items disappear off the right side including all important OPTIONS item

On narrow windows, the items on the right side of the composer menu disappear and there is no indicator that they even exist until you make the window wide again. On mobile this means rotating the phone, which then (on my clunky samsung galaxy note 2) makes it impossible to edit because the keyboard and composer header takes up the whole screen. I cannot easily spot which of the recent changes on the composer toolbar improved this, but it seems to work now.
