Is that the default category banner or a theme component? The colored line on the left makes me think this might be Discourse Category Headers theme component

Do you see your category logo in the core banner if you enable safe mode ?

Then it doesn’t seem to be a problem with Discourse itself. I would post in the topic of the component. Problems with components should be discussed in their topics. Maybe there is a bug, or it needs to be updated because something in Discourse changed.
