I think the easiest way is by using the Views sort option in a topic list to put the topics in view order:
For something more bespoke you could use a data explorer query, though the historical data records ‘all time’ views only rather than ‘x views this month’, etc. We do have a new table which stores more time-based view data (topic_view_stats), but it’s a very recent edition so you’ll need to have updated recently as well as it needing some time to start accumulating that info.
