When the "Triage posts using AI" automation uses "Add post to review queue" flag… types (review, review_hide, review_delete, etc.), the resulting reviewables were only visible to admins, not moderators. This happened because the code was calling `ReviewablePost.needs_review!` without passing `reviewable_by_moderator: true`. The default is `false`, so moderators couldn't see these items in `/review`. This was inconsistent with: - Spam flags from the same LLM triage feature (visible to moderators) - The "Approve unless allowed groups" feature which correctly sets `reviewable_by_moderator: true` for the same `ReviewablePost` type The fix adds `reviewable_by_moderator: true` to match the established pattern used in `PostActionCreator` and `ReviewablePost.queue_for_review`.
