My Hamberger menu shows that there are 10 new topics.
Yet when I click on a category that has new topics I do not see those topics.
I do see some text stating
Your new topics appear here.

There is no muting setting active in the system, is this an individual setting or a global one?
In this case, it would be an individual one, the user experiencing what you mentioned in the OP may have muted a category, so it counts in the New field but doesn’t appear.
