We have five Moderators on our site, but one of them cannot get the Gear Icon to work in the posting panel. As you can see on the far right of the screenshot, it’s a lighter color and unclickable.
I’ve had him clear his cache, sign out and back in and all that other usual stuff.
He uses an iPad exclusively, so cannot try another device.
Ah this is an iPad specific bug, I’ll get it fixed.

Continuing the discussion from No Gear Icon Menu for Moderator:
After the fix, Moderator was able to view & use the gear icon. (using Apple iPad)
However, today he says the gear icon is there, but when he clicks on anything it just closes.
I reopened this one to keep it all in one place. 
Can you ask the moderator to try in safe mode? This could be theme related (we can fix the theme as well if needed)
In safe mode, gear icon is not clickable at all.
