Possibly a mobile thing, maybe only for me, not sure… 
But my notifications tab on meta seems to think I don’t have any:
And when I click on the bell icon to go to the full page I get an error:
It’s on mobile, so no browser tools to look at, but you should see something in /logs 
I should have waited for a smidge longer as it just seems to have fixed itself
