I’m getting a forum up and running and would like moderators, or another staff level, to be able to make categories. Admin level gives too many abilities for some and could result in messing up the site. Is there a way to give moderators this ability? Or to make a new staff position somewhere between admin and moderator that can create categories?

There’s the moderators manage categories and groups admin setting that will allow moderators to create categories:
