Place holder text in new topic or reply is wrong (Composer.reply_placeholder_no_images)

This is only affecting Trust Level 0, 1, 2 users.

Shown to new trust level 0 user:

i promoted trust level 0 user to trust level 1 (no change), trust level 2 (no change) when i promoted them to trust level 3 it reverted back to normal:

I am updated to latest version of Discourse as of yesterday i see there is a new update now.

Dropping them down trust levels reverts back to the incorrect placeholder text:

Does it also happen is safe mode?

I disabled Restrict Uploads and it displays normally.
