Yikes. Can you repro that here on the forum though? I can’t, and if you’re in safe mode too… makes it hard to debug.

Are you both using foundation?
Oh I can repro, To confirm: do you have both the upcoming change of Modernize Foundation theme turned off? And does enabling that fixes it?

Yes, enabling Modernize Foundation theme fixed the button-issue for me!

If I don’t use the Foundation theme, I’m waiting for the fix, right? 
Foundation is the underlying “theme” styling so it applies everywhere. (A bit confusing since we have a theme called Foundation, but that essentially means our bare bone, stripped back, basic styling).
So enabling the upcoming changes will fix it on all themes.
