When I use the “make unlisted” option from the admin menu for a post, what exactly does that do, and who can see what I’ve just made unlisted, and how?

How do I make a post in one of our categories so that it doesn’t appear in the “Latest” feed. Or is that possible?

It removes topic from the list and can only be accessed via direct link.
As with everyother staff action everyone unless you delete it. you can view (only staff) all your unlisted topics like this (add at the end of URL) /?status=unlisted
I assume that you mean topic. You can use the toggle unlisted option which you can access here:
