This icon for removing the timer appears for me and others, even though we are not admins or moderators. It doesn’t actually work (saying “You are not permitted to view the requested resource.” when I click it), so I figured it was okay to report the issue publicly.
Confirmed. An anon user or a non-admin user can click on the remove icon but cannot delete the timer post:
Yes, @pmusaraj, we should not show the button when the user can’t remove the time.
