Why doesn’t the 3.5.0.beta1-dev version have a tos page? https://your-discourse-site.com/tos page is empty and there is no option to open terms of service.

I’m guessing it’s a fixture you need to populate.

I’m not certain that Dev will behave the same way as Production.
