thanks! I want users to be able to create a new topics, but just hold it until a site admin approves it.

Yes.
Type “approve” in the settings search box. There is a shortcut to the Settings in the hamburger menu (the button to the left of your avatar in the top right).

But that will also allow moderators to approve topics or replies.
