You can use approve new topics unless trust level set to 4 - Leader.

thanks! I want users to be able to create a new topics, but just hold it until a site admin approves it.

Yes.
Type “approve” in the settings search box. There is a shortcut to the Settings in the hamburger menu (the button to the left of your avatar in the top right).

There’s a per-category setting which does this too:
But that will also allow moderators to approve topics or replies.
